As the only "medical special zone" in China, Lecheng Pilot Zone was established with the approval of the State Council of China in 2013. It enjoys a series of special policies such as "franchising medical treatment, franchising research, franchising, franchising international medical exchange", and real world data pilot projects. It is a key park for the construction of Hainan Free Trade Port.
The construction of the Boao Lecheng International Medical Tourism Pilot Zone has been highly valued by party and national leaders.
In September 2019, the National Development and Reform Commission, the National Health Commission, the National Administration of Traditional Chinese Medicine, and the National Food and Drug Administration issued the "Implementation Plan for Supporting the Construction of the Boche Lecheng International Medical Tourism Pilot Zone", known as the new "nine national regulations", proposing to benchmark against the highest international standards and promote the development of international medical tourism and high-end medical services with high-level openness. As of now, the Lecheng Pilot Zone has introduced over 300 clinically urgently needed imported drugs and equipment, Nearly three years ahead of the expected 2025, we have basically achieved the goal of "triple synchronization" of medical technology, equipment, and drugs with international advanced levels, becoming the main channel for international innovative pharmaceutical equipment to enter the Chinese market first.
At present, we have established connections with nearly 80 pharmaceutical and equipment enterprises in 18 countries and regions, and have established deep cooperative relationships with all of the top 30 pharmaceutical and equipment enterprises in the international rankings. The stickiness, depth, and breadth of cooperation are constantly improving, and companies such as Sanofi, Boston Science, and Novartis have also established real world data research centers in the Lecheng pilot area.

The Lecheng Pilot Zone has a medical structure of "public+private+international", which gathers health industry resources. Currently, 25 medical institutions have opened and operated, 24 medical institutions are under construction or in preparation, and 51 academician and expert teams have been signed. In terms of public hospitals, Lecheng Pilot Zone innovatively supports the entry of public hospitals through various operational models. For example, as the first public hospital in Lecheng Pilot Zone, on December 18, 2021, Ruijin Hospital Affiliated to Shanghai Jiao Tong University School of Medicine, Hainan Hospital (Hainan Boao Research Hospital), opened for trial operation. Huaxi Lecheng Hospital plans to open in the second quarter of 2023. Hainan Medical College First Affiliated Hospital and Ciming Boao International Hospital have achieved a public hospital franchise cooperation, establishing Hainan Medical College First Affiliated Hospital Lecheng Hospital.
In terms of private hospitals, Lecheng Pilot Zone has introduced a batch of branded and chain operated social medical resources such as Shulan Hospital, Piai Pain, Aier Ophthalmology, and Huahan Beauty. At the same time, by combining these specialties with Hainan's high-quality natural and tourism resources, 18 medical tourism product routes will be launched to elongate the health consumption chain. For example, on June 17, 2021, as the largest and only Taiwanese funded medical institution introduced in Lecheng Pilot Zone, Yingyi International Medical Center was put into trial operation.
In terms of international hospitals, Lecheng Pilot Zone has introduced multiple international resources, including Singapore's Raffles Medical Group (located in the Boao Lecheng International Medical Industry Center), France's ClosChampirol Rehabilitation Center, South Korea's JK Plastic Surgery Hospital, Japan's Eternal Luck Medical Group, and Japan's Canon Medical Examination Center (jointly built by the AMTTC and Japanese medical institutions).
This is currently the only "medical special zone" in China - Hainan Free Trade Port: Boao Lecheng International Medical Tourism Pilot Zone.
